Please note that one Human Security Analysis Form (page) should be used for each Security Threat. For example, if you have identified 10 threats you will use 10 copies of this Security Form, and therefore end up with 10 pages.

Identify Organization |
Specify the name of the organization responsible for this Human Security Analysis.

Identify Target Group |
Identify or describe the group of people who need to be protected. This is the target group, the group that is at risk, in danger, or is exposed to hazards. Target groups can include at least the following:

Specify your Time Horizon. Choose a future time period such as 5, 10, or 20 years. This is the period during which a potential security threat could influence the Target Group. Remember the Time Horizon as you do your Human Security Analysis.

Complete Column 1 |
This column asks: How dangerous is this security threat? Think about your Target Group, and then think about how dangerous this threat is to this Group. What’s the degree of danger? Relative to all other threats facing your Group, how dangerous is this threat? Is it very dangerous (VD) to the safety and security of the Target Group? Or is it quite dangerous (QD), moderately dangerous (MD), slightly dangerous (SD), or not dangerous (ND)? Record a number from 5 to 1 as shown on the Form. These numbers will be used to calculate the Security Risk.

This column asks: What is the probability that this threat will become a hazard? How likely is it that this potential threat will become a real hazard? How likely is it that this threat will actually become hazardous to the Target Group? What are the chances that a threat will actually become a serious hazard during the chosen Time Horizon? Is it very likely (VL) that this threat will become a hazard? Is it quite likely (QL)? Are the chances 50-50, or is it quite unlikely (QU), or very unlikely (VU)? Record a number from 5 to 1 as shown on the Form. These numbers will be used to calculate the Security Risk.

This column asks: What is the probability that the
Target Group will be exposed to this hazard? How likely is it that
this Group will actually come into contact with this security hazard? Is

likely (QL)? Are the chances 50-50, or is it quite unlikely (QU), or very
unlikely (VU)? Record a number from 5 to 1 as shown on the Form. These

This column asks: How vulnerable is the Target
Group to this hazard? If this threat were to become a real hazard, how
susceptible would this Group be to injury, disease, or death? How
vulnerable would they be? Would they be very vulnerable (VV), quite
vulnerable (QV), moderately vulnerable (MV), slightly vulnerable (SV), or
not vulnerable (NV)? Record a number from 5 to 1 as shown on the Form.

This column asks: How much human misery would occur during a disaster? Estimate how much misery and suffering would occur if this Security Threat were to turn into an actual disaster. Estimate how much disease, injury, or death would occur. Would the Target Group experience extreme misery (EM), great misery (GM), moderate misery (MM), slight misery (SM), or no misery (NM)? Record a number from 5 to 1 as shown on the Form. These numbers will be used to calculate the Security Risk.

Complete Column 6 |
Once you’ve completed the first five columns, it’s time to figure out the Security Risk posed by this Threat. In order to do so, please use the numbers from the previous columns to calculate a Security Score. Calculate your Security Score for this Threat by simply adding the five numbers together. This simple calculation will yield a Score that ranges from a maximum of 25 (5+5+5+5+5) to a minimum of 5 (1+1+1+1+1). Record your Security Score in the space provided in column 6. Then classify your Security Risk according to the following table:

serious security risk if it is very dangerous (5), if it is very
likely to become a real hazard (5), if it is very likely that the target
group will actually be exposed to this hazard (5), if the target group is
very vulnerable to this hazard (5), and if extreme misery and suffering

Use this space to record any evidence you might have that supports the answers you have given in columns 1 to 5. Also list any references that you found helpful. These might include books, articles, or internal documents.

Use this space to record the names of your Panel of Judges: the people who discussed this Security Threat and who answered the 5 questions.

Rank Security Risk |
Once you’ve completed a Security Analysis Form for each threat, you can use your Security Scores to Rank these threats. These scores will allow you to identify the number 1 security threat, the number 2 security threat, and so on for each threat. Once you’ve completed a page (Form) for each threat, simply shuffle your pages so that the number 1 threat is on top. Record a rank of 1 for the top page, a rank of 2 for the next page, and so on for each threat. Record these ranks in the space provided in the upper right hand corner of the Form. Now that you know what the most serious Security Risks are, you can develop your Human Security Program to address these risks.
